Schengen Visas

I, am an Irish passport holder and have lived in the UK as a resident, this was 5 years ago. My wife and daughter were allowed to stay in the UK with me on a spouses visa and had their own social secuity cards.
We have lived in Cyprus and are presently living in Cyprus, we have Cyprus residential Status. We would like to apply for Schengen visa, as my wife and daughter are on South African Passports, we can never just travel. What can we do or wwho do we see?
