Israel allows residents, temporary residents, and tourists to convert their current licenses into Israeli ones within a year of arrival.

Residents must have an Israeli license if they wish to import or purchase a car. Individuals who want an Israeli license must present the following documents to the Bureau of Motor Vehicles:

  • valid driver's license issued more than six months before departure
  • certificate of a medical and eye examination
  • document stating you passed the control capability test
  • valid passport

The control capability test ensures that drivers behave appropriately while operating a vehicle. The test makes sure that drivers are familiar with Israeli driving laws. Drivers may take the test twice. If you fail both times, you will have to take a driver's education course which is expensive.

Foreign drivers who have held a license for more than two years are exempt from the control capability test.
